Euro-Mediterranean partnership to respond to the new context of democratic transitino in the Mediterranean

Dear Sirs,

The Parliamentary Assembly of the Union for the Mediterranean, took place on days of 22 and 23 March 2012 in Rabat in Morocco, in our shared  opinion has approved some ecommendations+ which prefigures and suggest the choices that should be taken to encourage and support the peaceful and positive cooperation in the Mediterranean basin.

We wish to bring to your attention in particular, some points of the recommendations that we believe  are in particularly because these suggestions, if implemented effectively, in our view could result  as particularly relevant to the development of Mediterranean civil society.

Which Euro-Mediterranean partnership to respond to the new context of democratic transitino in the Mediterranean?
17. Takes the view that civil society stakeholders should be closely linked with the UfM’s
activities;

23. Invites governments to work towards the overall objective of restoring trust between northern
and southern countries, in order to finalise a revised Euro-Mediterranean Partnership based upon
mutual respect; notes that the Parliamentary Assembly of the UfM, which increasingly brings together  democratically elected members of parliament, is ready to play an important and collaborative role  in the new regional context and to convey the voice of the public in the Mediterranean;

Decentralisation, territorial, economic and social cohesion: coastal and inland regions

3. Underlines that the core objective of a Euro-Mediterranean territorial policy should be to create
an area of democracy, peace and shared prosperity combining social cohesion (through social, human  and cultural co-operation), territorial cohesion and economic growth so that UfM countries can  trade, invest and grow in a sustainable way;

4. Highlights that the imbalance between coastal areas and inland regions requires a new approach  based on sustainability, cohesion and good governance;

12. Calls for the mobilisation and empowerment of all levels of society so that  decentralisation can contribute to the development of all territories in a democratic manner, by  involving populations in the management of their own affairs, to improve relations between the state
and citizens and to provide a boost to economic, social and  territorial cohesion;

13. Recalls in this respect the necessary involvement of all local stakeholders (local authorities,
socioeconomic partners, the private sector and civil society, including women and youth
associations) in the definition and implementation of regional development and territorial cohesion schemes;

A Mediterranean Charter of Values and Intercultural Dialogue

3. Recalls its decision to draft a Euro-Mediterranean charter of values, as stated in the
recommendation on “Dialogue between cultures and religions: towards a Mediterranean charter of values” approved on 4 March 2011 in Rome; commits itself to come up with a draft proposal by the end of 2012;
4. Calls on a Euro-Mediterranean Convention composed of government representatives, national
Parliaments, and the European Parliament to adopt a “Euro-Mediterranean charter of values” based on this draft proposal by the Parliamentary Assembly of the Union for the Mediterranean;
5. Invites the Heads of State and Government of the Union for the Mediterranean to hold a
Ministerial conference to convene this Convention;

On these points it is necessary that the European Parliament resolves and signals with strength to
the European Union and the offices of the Commission regarding the formal and operational decisions  to be taken. In particularly we ask to adopt an appropriate amendment to the 2013 budget of the  European Union according to the attached draft.

Egregi Onorevoli,

L’Assemblea parlamentare per l’Unione per il Mediterraneo, svoltasi nelle giornate del 22 e 23 marzo 2012 a Rabat in Marocco, ha approvato a nostro avviso alcune raccomandazioni condivisibili che prefigurano e suggeriscono le scelte che occorrerebbe intraprendere per favorire e sostenere la cooperazione pacifica e positiva nel bacino del Mediterraneo.

Desideriamo porre alla Vostra attenzione in particolare, alcuni punti delle raccomandazioni che ci hanno particolarmente convinto perché questi suggerimenti, se applicati concretamente, potrebbero determinare a nostro avviso effetti particolarmente rilevanti  per lo sviluppo della società civile mediterranea.

Su questi punti è necessario che il Parlamento Europeo deliberi e segnali con forza all’Unione Europea e agli uffici della Commissione le relative decisioni formali ed operative da intraprendere. In particolare chiediamo di adottare uno specifico emendamento al budget 2013 dell’Unione Europea secondo la bozza qui acclusa. In attesa di conoscere le Vostre valutazioni in merito si inviano, molti cordiali saluti.
